Although the United States claims to be a child-friendly society, the evidence is mixed. No other society spends as much money on schooling, toys or children?s health care ? or on child protective services and juvenile detention. Each year, child protection agencies substantiate over 400,000 cases of child abuse and neglect, the foster care system absorbs more than a quarter million children, and juvenile detention facilities incarcerate over 90,000 boys and girls. Unlike Western Europe, the United States still prosecutes many juvenile offenders as adults.
