In June 2003, as the movement to recall California Gov. Gray Davis was gathering momentum, Arnold Schwarzenegger paid Karl Rove a visit in the West Wing of the George W. Bush White House.
Schwarzenegger was intrigued by the idea of getting involved in the recall, but Rove was dismissive. ?It will never happen,? Rove told Schwarzenegger. ?There will be no recall election. Plus, if there were to be one, I don?t think anyone can unseat Gray Davis.?
