Robert J. Samuelson was correct when he stated that it is not ?progressive? to support status quo Social Security and Medicare benefits for the wealthier elderly [?My argument with the elderly,? op-ed, Dec. 30]. His solution, however, did not go far enough.
Social Security taxes are the most regressive tax we have, with Medicare not far behind. A truly progressive solution would be to eliminate the ceiling on Social Security payroll deductions, exempt workers with incomes below a reasonable living wage and adopt a sliding scale for Social Security and Medicare taxes so that those with higher incomes pay at slightly higher rates that they can readily afford.
